Buffalo Bayou East is a visionary extension of the thriving Buffalo Bayou park and trail network along Houston’s historic waterway. The Buffalo Bayou East Master Plan encompasses a four-mile stretch of waterfront that, when complete, will bring quality green space, trail connections, pedestrian bridges, mixed-income housing, and an array of distinctive public amenities to the vibrant Greater East End and Fifth Ward, two culturally rich communities that are currently underserved in terms of high-quality public spaces. The first ten years of this plan have been funded by a historic $310 million public-private partnership anchored by a $100 million catalyst gift from the Kinder Foundation with significant public support from Harris County and the City of Houston, including Tax Increment Reinvestment Zone funds.

The Plant in Second Ward represents the first real estate redevelopment of its kind in Houston to embrace walkable urbanism by connecting the light rails to the bayou trails in one of the most car-dependent cities in the world. Spanning 17 connected acres and 21 underutilized buildings, The Plant in Second Ward aims to create a “15-minute neighborhood,” where residents live walking distance from their daily needs, serving as a magnet for the next generation of urban dwellers who can work, live and recreate in one micro-hood.

Concept Neighborhood’s vision includes 250,000 square feet of authentic retail and creative maker space, and more than 1,000 multifamily units for market-rate, workforce housing. Additionally, Concept Neighborhood aims to use retail as a form of placemaking by repurposing most of the industrial warehouses it has acquired into hyperlocal retail spaces that reflect the rich culture and diversity of the Second Ward.
